High Elf probably, they have passives that increase max magicka and spell damage, so I’d say that’s your best bet

What the best class to use like to summon animals or is that not an option to do? Anyway to have a class like that without having to buy crowns to get that class?

There are pieces of equipment that, when in their sets, allow you to summon creatures, usually though basic attacks

I actually use a set that summons a Daedroth for 15 seconds, and as soon as it expires I can summon a new one

Altmer or Dunmer imo but in general there's no such thing like "best race" unless you min-max like madman (which I personally don't), which is not needed really. Through gear and skills (and your playstyle, personal player skill) you can make any race viable in any class, and any class viable as any role in group content. Example: they say for tank you have to go Nord dragonknight, I tank hardmodes with Dunmer nightblade with no issues. And heal the same hard content with Altmer sorcerer, for example, so it's not a matter of race, or even class, but what you do yourself with what you chose. ESO content allows for a lot of flexibility.

Warden. You need to own the Morrowind chapter to access it.

There's no best. It depends on what you are doing. I'd vote nord for soloing tough stuff.

So should I just the entire gold road edition?

Races are actually more of a which build you're going to use rather than which class you use. Even then it's just for the minmaxing purpose, play as any race you want.

So which race can summon pets and such to help in battle? Will i need a dlc for it to happen?

There are several classes that can summon pets:

Sorcerer can summon 2 Daedras that follows you around, and a Storm Atronach as an ult.

Warden have a skill line focused on using animals to attack like a Bear that follows you around, Cliff Racer diving toward your enemy, or sending swarm of Fetcherflies as a DoT.

Necromancer can summon skeletons, one is a temporary pet and one is a skeleton that lunge to your enemies and explodes.

Additionaly, some gear sets have pet summon as the set effect, like a Daedroth that spits fire as mentioned above.

Sorcerer is a base game class, while Warden and Necro is a DLC class that you can buy from in game store with Crowns. They're on discount atm.

OK Cool!! But are all these in just the base game or do I need to buy other dlc's for it to happen?

Just remember as a sorc if you use pets their summon icons have stay on both primary and alternate (1 and 2) ability bars. It's rather annoying but still works well. Enjoy!
