PC Game Pass and Steam cross play?

I've been looking for this answer for an hour now and nobody has seemed to ask the question before. Can people who have ESO on game pass (on PC, NOT talking about a console here) play with people who own it on Steam?

As far as I can tell from the Xbox website, the answer is No,

Game Pass only lists ESO as a console game, not a PC game. Game Pass might allow it to be played on a PC, but it'd be the Xbox version so it'd use the ESO Xbox servers, while the Steam version uses the ESO PC servers.
