Navigate to (C:\Steam\steamapps\common\Zenimax Online\The Elder Scrolls Online EU\game\client) *NOTE, my steam folder is located in C while yours might be not.
Then simply run ESO.exe which will launch the game non steam and bypasses the launcher.

Yeah, if you google this, the first two pages are people saying they fixed it by just closing the launcher and relaunching it and pressing repair is the last thing you should do. Again, these are the companies that made Fallout so we need not be surprised by the shoddy programming.
