Ugh... Skill Bar missing?

So I haven't played ESO in over a year, I reactivate my ESO+ account late last week... First major patch and my UI for skills is GONE.... They work still if I can remember where they are slotted... But I can't for the life of me get the Skill bar to show up! Been through all the settings, reset add-ons (even tho I have no add-ons), restarted the game many times... I'm at a loss..

The character skill bar is under Options > Combat

How do you even reset something you don´t have?

You can still "reset" add-ons even if they are empty.. Just saying I tried that..

Ah thank you... I guess this got reset for some reason... I used to have it as always on it seems and it got switched...

Mine did too and I play with a gamepad controller. no clue as to why.
