If you contact Steam Support and explain how you bought it before a sale, they have been known to refund the difference. Give it a try!

I don't buy anything on steam unless it's on sale. I learned the lesson you just learned a few years ago. I just wait. If I truly wanted to play something then I will so waiting until it's on sale.

$17.99 is the full collection, $11.99 is just for Gold Road if that is all you need. Strangely the Gold Road Deluxe Edition is not available, on Epic that was like $14.99 with a 70% discount a month ago.
definitely still ask for a refund especially if you don't have a crazy amount of hours yet. I was able to get a refund on a game in the last year after like 10 hours of gameplay. 3 days later a huge sale went on.
