Where to get worms for salt water fishing?

Youtube vids so out dated all say undead but the zones and public dungeons nothing, only Ichor no worms.

You can get bait from undead, it just isn't a guaranteed drop. You can also get worms from picking plants (for alchemy).

either guild stores or zombies -> alik'r desert - motalion necropolis (upper right on the map), also good for lvl-ing fighters guild skill line...

According to the wiki (no idea if it is currently up to date):

Saltwater bait is chub (found by fishing in foul water) and worms (from fleshy undead and plants).
Foul water bait is crawlers (looting small insects, fleshy undead, and plants) as well as fish roe (from fishing in rivers).
River bait is insect parts (from small flying insects) and shad (from fishing in lakes).
And lake bait is guts (looting small animals and fleshy undead) and minnows (from fishing in saltwater).

There is also a generic Simple Bait which is purchased, but its supposed to be not as good as using the correct bait type.

If you shop around, you might also get entire stacks of saltwater bait from guild vendors at a reasonable price.

Yes I had to spend approx 20K all up to complete the fishing achievement
