What you can try is playing in off peak times,like in the mornings or nights,or you can try to port on some guild member to see if they are in a different instance then you.
For my information there are 3 different instances and one of them is much less populated than the other 2.

Player reach the point of "No challenge" pretty quickly when it comes to open world content and due to the whole set/lead/whatever Farming in ESO... well... just do it as quickly as you can is just the most effective thing.
Imho i always hoped for an instanced mode of open dngs for "immersion" but so far.... nope
When it comes to Grp Dngs things look a bit better.
If your tired of ppl rushing 4er you can do most alone or with a friend. Normal 4er are at this point so easy.... even as 7-light player just slot a shield/selfheal and do some dodgerolls on bosses and you have no prob doing them solo.
Even vet-4er (the vanilla ones) are so simple.... there is really no need for a dedicated tank or heal in v-Spindleclutch 1.
Most of Vanilla v4er are still easier then vMealstrom (and this one got nerfed to the point of beein a braindead farm aswell) so its def doable in a "immersive" way.
However.... you will never get rid of rusher... its the most effective way of playing Esos lategame...
Take me for example.... Play since 2015 4.000hrs Eso playtime on my steamcounter....
Yet if i create a new char and need skillpoints i have to farm all the overworld things for the 42th time... rly not that fun so i do them as quickly as i can.
Yes, I'm sort of the same. When I first started playing I felt the same as the OP, and used to walk everywhere so I could take in the sights etc. But now, having made and deleted tens of characters, I've been through everything so many times, that I just rush it.
My rule of thumb is, that if you can join in the dialogue without looking then it's time to rush it a bit :D
But I don't mind people rushing around me so much now. It adds life to the world.
I have a LOT of hours on this games and mmorpg but my goal never was level max and high stuff and go fast. I guess everybody have his on way to have fun with mmo.
Its sad that we cant choose server on this game, only language sever? ..
As I mentioned before you can look for a different less populated instance from each server or just play on off peak hours to encounter less people around.

As for people rushing--yes, there is a lot of that, but I also realize as an experienced player, that for less experienced players, we exp'd players may appear to be rushing simply because we're well practiced at the combat system and game controls. This isn't a "get gud" lecture--only pointing out that some people are most accustomed to the game play and so they can appear to be rushing when actually they aren't.
But that's reality of a MMO. You have to play alongside players of differing levels of comfort with the game play and with people who will rush through the content for one reason or another., sometimes because the game content pushes us to do that. I mean, I do Undaunted delve dailies on certain toons every day, and it's to level up the Undaunted skill line and unlock useful skills like orbs. But on toons under level 50, it's the same 3 to 5 delves over and over for weeks, and I'm not doing it to enjoy that delve, but to get my 10 Undaunted rep points. There are sadly incentives like that, many of them throughout this MMO and others, which make people rush through content.
