Starting Dragons Lair Quest

I want to do Dragons Lair quest in Southern Elsweyr but to start it I have to speak to Sai Sahan but he is involved with the Harborage questline and is still in prison. Do I have to help release Sai Sahan to start the Southern Elsweyr questline aka Dragons Lair?

if you haven't finished the harborage quest line you should do that first especially any since elswyr isn't until way later

but the ways eso is made you can find Sai in Senchal near the shrine anyways. should not be a problem if you dont care abut chronological questing

Cannot do The Harborage questline anyway. I done a few missions from that questline and then they stopped being available. I heard it is a bug that has apparently been fixed though it seems it hasn't

at some point you get to Coldhabour. there you follow the zone questline, thats "restoring the hollowed city". then the companions will join you again.

The Harborage questline is level dependant, although the requirements for that are quite small, to the point where I don't think it would make a lot of difference, especially to you as it seems like you've likely raised levels since then.

The prophet should appear when you get near to the main city near the harborage to give you the quest update automatically. But if I remember rightly, that quest line ends roughly around the point were you retrieve the amulet of kings and give Mannimarco the boot.

The next stage, as Anar Kay points out, is then given to you by the head of the mage guild. You can find him in the main mage guild buildings all over Tamriel, he's the high elf with the annoying voice 'I thought you'd never arrive...'

He'll pick up the main storyline quest from then on involving the attack on Coldharbour.

As for the OP's question, I don't think you do in this case. The NPC model for Sai is separate for the dragonguard quests and does not depend on him being released from prison in the main baseline quest.

You can release him from prison if you like, for RP's sake, it doesn't take long,

Edit: Though having said all that, there was an instance of a quest somewhere not being able to be completed due to the NPC being in another quest somewhere else. You had to complete the other quest to make him/her appear in the first quest so you could complete it. But I'm sure it was not one of the main cast NPC's, it was someone else and I can't for the life of me remember who... That'll bug me.

If you do the harborage quest first then he'll treat you different in elsweyr.

Check if you have the Demon Weapon quest. It blocks one of the main story quests. That's why you shouldn't pick up any prologue quests until you're done with other stories you're doing. Abandon that quest then change zones, and you'll get the next main story quest.
