There are no DLC included with the Collectors Editions, per se.
Yes, the CE items are sold in the Crown Store as upgrades. But, only the Crown Store Upgrade CE packages contain the Pre-Order bonus items.
Perhaps that is where the confusion is?
so the ones i mentioned for example morrowind pack which i compare with the one from crown store, i am missing some of them because they are "pre-order bonuses" therefore not included with my purchase? thats why i have some of the items from the package but not the others?
what about blackwood? i dont even have that at all in steam/ingame? do you have any ideas?
Don't have Blackwood? Exactly what did you purchase and from where. Please list out the EXACT name of the package you bought.

According to the infographic on the high isle steam store page explaining the various editions, the high isle collection collector's edition is supposed to give, I quote verbatim
"CE items from all previous chapters"
If it is not intended for ce items from previous chapters to be included with this edition, then zeni has made an extremely bad error that will mislead many and result in a lot of confusion and anger.
Confusion? Yes.
Zenimax? No.
This is a Steam issue. It is perfectly clear what you are getting when you purchase on the Zenimax site.
It is Steam that has messed up the description, the terminology, and moved all the packages to different locations.
Incorrect. The steam page show exactly what you get for each version.
High ISLE- DLC alone
High ISLE- CE included with DLC
Collection High ISLE- All previous chapters included no CE
Collection High ISLE CE- All previous chapters with new DLC and CE for all chapters
* A buyer has to stumble around the different sub-categories to see all the different packages.
* Steam uses the term 'DLC' for ALL downloadable content outside the Base Game package. Zenimax uses the term 'DLC' for ONLY the Crown Store items in the Crown Store DLC section.
* Steam does not properly use or distinguish the terms "Collection", "Collectors", and the like.
It is really Steam that is causing the confusion, not Zenimax.
exactly this. i have ALMOST all the previous chapter CE items with that pack, but each pack is missing some random stuff AND blackwood ce pack is missing as a whole
Right. So this is not a problem with Steam, it is an issue only Zenimax can resolve.
You will need to put in a support ticket on the Zenimax ESO website and explain what has happened, in detail.
Be sure to list out what you purchased by exact name, what you did receive, and what you believe is missing. They are pretty good at sorting this stuff. :)

One thing you may or may not remember: Collectors Edition Mounts, Pets, and other like items do not show up as inventory items when you get them. They are placed directly into your Collections. :)

The store pages are done up by the devs/publishers themselves, not steam. Steam does not have the time nor inclination and product knowledge to be doing up store pages for everyone. Steam does not enforce the use of terms such as "Collection/colector/dlc" either. Naming convention is up to the devs/publisher(that's why there are other variations such as ultimate edition/deluxe edition/trilogy/etc) and this particular mess of a naming is Zeni's. The product naming is the same on both Zeni's site and Steam store page.

As such, it is a an issue on Zeni's end but I do not know if it is a wrong description(ie they do not intend to give previous CE items with that particular version) or some kind of bug error on their server.
