My answer:
It is empty location with very short main quest, with faceless NPC and without charm. (I compare with summerset for example) ED: similar to Greymoor but i think blackwood is even worse.
They cant make good description in store page. And people buy wrong version for years already.
True, noticed this xpac comes in with companion, once you complete the quest and wasnt sure if that is even worth getting into.
Soon the chapter will be included in ESO+ once High Isle release.
It doesn't help that ZOS as a whole is a bad company. From failing to acknowledge problems, banning any criticism, shadowbanning, devs that use bugs that they ban people for while streaming
But even beyond that, customer support is paper-thin and things have only gotten worse in the last chapters.
The increasing monetization and predatory marketing means that players that are going to expect more in the form of content or overall enjoyment, but it isn't there, leaving many with a sour taste in their mouth as they cry foul and make sure to leave that negative review.
The negative reviewers have valid criticism, but don't tell any fanboy or fangirl that, they'd lose it.
If I paid the price of a new game to get the latest chapter and it had less content than a free to play game, I'd also be very disappointed and leave a negative review.
Funny thing is, that same criticism likely appeared during the PTS, including the lore incosistencies.
-The quests been too short and most of them.... well... been already in the game in one way or the other... nothing felt new.
-No memorable Chars besides the ones who been already in the game since a long (lyranth since vanilla and eveli since orsinium).
-The follower make up for good immersion but are basicly a gimmick noone asked for (much like the new upcoming cardgame)
-The Trial Rockgrove is partially quite toasty but still riddled with bugs.
But besides this many "old" player used this DLC to somewhat vent their anger
There been quite a lot of desicions in the last years that made many (most of times older player) quite sour wich accumulated over the years.
Still no new difficulty while veteran content still gets more and more nerfs and DDs do more and more dps. Ending up with stuff becomming easier and easier thus less engaging for longterm player for example.
Or the prettymuch neglected PVP part... last big content update for PvP was morrowind... there they added battlegrounds.... since then... a few fixes... few sets... 2new arenas... yey
Meanwhile cyro is still the same rubberband party it was 2015
The next DLC high isle seems to suffer the same fate.... It was not exacly what was expected or requested...
Right now ZoS seems to only focus about new player, ignoring those wich play since years and simply.... need more challenge
As this voices get ignored by ZoS sicne years now... well review bomb incomming...

For me it was an OK expansion but not nearly one of my favorites.
I would have waited a month to save ten bucks on Blackwood and then owned every previous story DLC CE edition. It kind of seems like they gave away Deadlands to cover up this fact.
A. Because the three sentence rants (mostly about about buying the wrong product) is allowed to pass as a Steam "game review."
That being said it was an underwhelming effort by the developers IMO and should only be bought in a combo package or on sale and NOT at full price,
First of all - location and setting. It is bad. Like.. Glenumbra, Rivenspire, Alikr are all 3 times better and more interesting (and that's first year content). I legit laughed when i realized there are like 7 or 8 Aileds wells on a map which are basically placeholders to fill up the emptyness of a map. Yea, it's really bad.
Second - main quest. It is horrible. Idk.. this doesn't seems like main quest in TES, it's much worse than most of quests from first year. Quest from Rivenspire, Glenumbra or Alikr again are so much better than this. It almost seem it was written by some kid. So that's telling i think.
Third - ending of main quest. It's a bait to buy a DLC. There is no conclusion to actual story and whole thing ended up on a "now go and buy next DLC to find out the 4th ambition.
And finally - the marketing. They tricked most of people to buy "collectors edition" which does nothing of what you'd expect from any collectors edition. People bought this DLC twice because of this ♥♥♥♥♥♥ practice.
So in the end, if your question is - does these reviews make sense, then yes. These reviews makes perfect sense once you try it yourself.
I did enjoy the Zenithar Abbey public dungeon and it's visuals. But it's a public dungeon, not many people care about those.

What now? These were really much better. I know it because it was recent for me to finish them. And i can compare them as fresh as it is even possible. After all this Blackwood was like a downgrade. It maybe not as epic and all, but the story there was more grounded and make sense just as much as characters in it. Blackwood irritate me just by that little bosmer girl alone. God, i can't even remember her name.. Evely or something i think. Such an annoying character.
