Green shade "the artisan" quest bugged help!

During the quest "the artisan" i beleive i have reached the last step or a bit before it, and it bugged on me when i had to go with a guard and meet with "cinnar" the starter NPC of this quest. After reaching Cinnar i was told to wait and watch as the guard and cinnar talk? (not sure) as the guard who was supposed to appear, did not appear.

This is what ought to happen. If you've followed all the quest stages and it hasn't then ESO Support is probably your best bet.

Thanks for the help, i was able to continue my quest after logging out then in to continue the story.
