Steam vs ESO: can't get the launcher installed (SOLVED?)

EDIT: Ztaguassi's solution (read down below) seems to have helped some people. It's transcripted right after the problem description; Try it out!

__PROBLEM____________________________________________________

I've downloaded and tried to launch the game via Steam, but the Launcher can't be installed due to a LaunchAnywhere error: "Windows error 5 occurred while loading Java VM."

Information:
- Running Windows 10 fully updated;
- Java files are updated as well;
- Firewalls are all down;
- Registry table is clean;
- ESO servers are up;
- Running the setup manually from ESO folders won't work;
- Downloading the installer from the official site won't work;
- Issued a ticket to ESO support: got an automatic reply asking me to a) check server status, b) set antivirus exceptions, and c) delete everything, download and reinstall from the website.

__POSSIBLE SOLUTION (by Ztaguassi)______________________________

I had this problem, but I managed to workaround, follow what I did:

1. Install the game
2. Start the game and wait for the Java VM Error
3. Open the file "C:\Users\%username%\AppData\Local\Temp\I1450920007\InstallerData\Disk1\InstData\Resource1.zip"
4. Copy the folder "Launcher" that's in "$IA_PROJECT_DIR$\src_path" to "C:\Program Files (x86)\Steam\steamapps\common\ZeniMax Online"
5. Delete the FILES from the "C:\Program Files (x86)\Steam\steamapps\common\ZeniMax Online", leaving only the folders "_CommonRedist", "Launcher", "The Elder Scrolls Online" and "The Elder Scrolls Online (Steam).app"
6. Open the launcher at "C:\Program Files (x86)\Steam\steamapps\common\ZeniMax Online\Launcher\Bethesda.net_Launcher.exe"
7. Close everything after the Launcher is updated (only the Launcher, you don't need to update the game yet)
8. Run the steam file checker (Verify Integrity of Game Cache)
9. Launch the game from Steam panel

Eu estava com esse problema, mas consegui contornar, segue o que fiz:

1. Instalei o jogo
2. Iniciei o jogo e aguardei o erro da Java
3. Abri o arquivo "C:\Users\%USERNAME%\AppData\Local\Temp\I1450920007\InstallerData\Disk1\InstData\Resource1.zip"
4. Copiei a pasta "Launcher" que está em $IA_PROJECT_DIR$\src_path para "C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online"
5. Apaguei os arquivos da pasta C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online, deixando somente as pastas _CommonRedist, Launcher, The Elder Scrolls Online e The Elder Scrolls Online (Steam).app
6. Abri uma vez o launcher "C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\Launcher\Bethesda.net_Launcher.exe"
7. Fechar tudo depois que ele atualizar o Launcher (só o launcher, não precisa atualizar o jogo ainda)
8. Fiz uma verificação de integridade da Steam
9. Abri o jogo pelo painel da Steam

Pay attention on I1450920007 folder, this number is dynamic, so you need to find the folder "l<somenumber>"

no meu caso as pastas com numeros tem todas as mesmas coisas, e o Bethesda.net_launcher.exe ao inves de estar na pasta launcher em "$IA_PROJECT_DIR$\src_path", ele estava na pasta "hvault.obj.dev.zos/Departments/pauncher/regionremovedinstallers/launchersources/livepublicstudio" junto com outros arquivos q julguei importantes e coloquei na pasta launcher no "Zenimax online" fiz o abri o launcher pra atualizalo e verifiquei arquivos e agora to atualizando o jogo normalmente

If you're running an nvidia graphics card there seems to be a bug with nvidia and java that hates ESO, nvidia has the patch on there website somewhere, that's what fixed the issue for me.
