For stamina builds, dual wield is quite strong outside of PvP, due to the Steel Tornado skill which acts as AoE skill and an execute skill (due to dual wield passive). It is really the second best AoE skill in-game, after Magicka Detonation (from alliance assault tree). Templar and Nightblade have more class skills that synergise well with dual wield passive and skills than DK or Sorc. If you were to choose one of them to use primarily, dual wield skills, I'd recommend one of the former classes.
Other than the obvious stamina based builds, you can also utilise dual wield for magicka builds with significant effects.
For magicka sorc, you can dual wield on your back bar with Mages' Wrath and Liquid Lightning. This gives you higher spell damage boost than a staff would do. If you are dual wielding swords, you can take advantage of the Twin Blade passive for extra 5% boost to damage as well. You don't actually use the swords though, you are just equipping for the damage increase. Note that the breakpoint between the spell damage increase of dual wield relative to 2h sits at around 41k magicka. So, if you have less than 41k max magicka, dual wield will be better; otherwise, 2h will give you a greater effective spell damage boost.
It is similar for magicka nb, where you dual wield on back bar for Impale (execute) damage, which can do over 20k damage per hit depending on stats.
For magicka temp, you should use dual wield for both bars, unless you need backbar for healing support. Puncturing Sweep is the best damage skills for magicka templar, given its damage, healing and resource management potential of the class, dual wield is much better than using a staff for any Puncturing Sweep-based builds.
It is less effective for DK though, since they lack a dedicated execute skill for magicka builds. Also, their increased fire damage favour the use of inferno staff over dual wield in their regular attack rotations.
Anyway, if you are reading about builds, make sure to look at what champion points they are designed for. Champion points are game-changing; optimal skill rotation and gears are dependent on efficient allocation of the points. Consistent rotations can be difficult to execute if you are stuggling to maintain the resources required or attain the stats required to efficiently kill things and survive.
The optimal race, class and build can change from one patch to another. You can choose to make the most out of one character, go with a race that offers versatility and a class that is reasonably balanced in all aspects (sustained and burst damage, healing and cc utility and resource management/regen). Or you can roll a new character, new race, new class after every major update, when the meta shifts. I used to roll a new character for major updates, prior to update 1.5, but I don't have the time to do that since then.
The other thing is how 'competitive' you want to be. Choosing class, race, setting up builds and getting the gears are just the start. You need a lot of practice (hence time) on various endgame PvE dungeons or in PvP to become good. A lot of it comes from good timing and knowing how mechanics work. People who measure DPS benchmarks do them in optimal conditions and are usually quite experienced, you can certainly get there, but only if you have the time available. If you are chasing the leaderboard, you will probably be looking at once or twice a week of training with a dedicated group. I've ran with hardcore PvP groups that run for a few hours every night back in the very early days of ESO. Like I said, it all depends on time you have...much like any other MMORPG.
I don't play stam DK, so I cannot offer any useful advice on it. But 2h and Bow gives you reasonably good combination of damage, gap closing/cc and range, the weapon skills also synergise well with the class skills. With dual wield, the most useful skills are the Steel Tornado for AoE damage, Quick Cloak for the temporary movement speed buff and reduced AoE damage dealt and Hidden Blade for Weapon Damage buff. So you can adjust your other skills to complement these skills. You can also throw in Caltrops for DoT if you have it unlocked.
Regardless, you will need different sets of gear and skills for PvP from your PvE activities.
