You CAN buy crowns using Steam Wallet. This is already a thing. Go to your Account Page[account.elderscrollsonline.com] and login>Click the Store link in the top corner>Choose your Crown Pack choice and it redirects you to Xsolla which uses Steam Wallet. I doubt Crowns will ever be available on the Steam Store. ZOS makes too much money from them to let Steam get a cut of the shares.
