I had the same issue. I found a fix that worked for me but can't find the link now. If I remember correctly, in Steam delete all content for TESO.
Close Steam.
Delete all content from your Steam folders ('steamapps\common\Zenimax Online' and anything in the 'steamapps\downloading' folder (anything with 306130 in it), also the appmanifest_306130.acf file in the steamapps folder if it exists).
Next, copy your 'backup' folder to 'steamapps\common\Zenimax Online'.
Inside that folder there should be a file called 'installScript.vdf' - rename or delete it.
Restart Steam and click on the TESO install button.

I tried this after a lot of googling and trying other solutions that did not work.

Also -

Once downloaded via Steam, yes, the game launches and starts to download again. I closed the launcher and copied all files from the Elder Scrolls Online folder in 'steamapps\common\Zenimax Online' to the newly created Elder Scrolls Online EU folder (also in steamapps\common\Zenimax Online'. I relaunched via Steam - the ESO launcher popped up and needed to DL several patches (a few extra GB or so). Yes, you still need the extra 36GB or so free space, but it saved downloading the whole thing again. Oh, and I agree - shocking that Steam and Zenimax can't be arsed to sort it out!!!

Hope this helps - if the above is a bit unclear let me know and I will try to break the steps down better.

OK work.

Close Steam
Delete all TESO files, from common and download.
Copy u back up folder to "steamapps\common\Zenimax Online" and delete installScript.vdf
You need "appmanifest_306130.acf " (u must save from u old installation or u friend)
copy appmanifest_306130.acf in steamapps\common\Zenimax Online and steamapps\downloading' folder (u must have others appmanifest files).
Restart Steam and u can play TESO, no more downloads.
This work for me.

Yeah,

I am considering a fresh DL from the official site and avoiding the Steam client altogether - the game is around 45GB fully updated, but the Steam folder is just over 80GB. My account is activated so I'm pretty sure I don't need the Steam client open to play.

I had to put appmanifest_306130.acf to \steamapps\ folder, but working. Thanks a lot! You saved me 20h downloading.

Well i find another way to fix the problem. First go to restore copy in steam menu, after steam start to download the TESO do right click on TESO -> Properties, next click on tab "Updates" an select the option "Update only at start the game" (sorry for my english). Next save so the popup is closed. Next right click on TESO and "Uninstall". After that go again to restore copy in steam menu, now it will take you backup files.
