Pillar of Nirn is also a pretty good DPS set for PVE, but you need access to a DLC dungeon to get it. Noble Duelist is probably better for melee range, anyways.
I prefer Stormfirst for the monster set. Especially if you're going to be going toe-to-toe so that your opponent doesn't move away from the fist when it closes. But Slimecraw is also a pretty good choice with critical chance and +5% damage.
There's not really any dungeon/raid gear for Sword+board as dedicated DPS. ESO just hates the idea, for some reason.
Just like DPS resto staff builds just don't work.
Sure, you can make it kinda work, but they'll always be inferior to the other weapon types.
There is also a strong bias against sword+board toons that are in the DPS role. People will often kick you or otherwise doubt your dedication to the role.
Keep in mind you need to apply stacks for that. So for mobs or overland something else might be better. Simply Order's Wrath. Also not sure about Noble Duellist, especially again for mobs, you might find Pillar or Whorl better. Those are decent for Bosses and whorl would give you Minor Slayer.
Bow on BB should be helpfull, add Caltrops or the Spider thing from Figher's guilds. though Razor Caltrops can apply breach, that might be helpful.
I play as a DPS archer, and Arrow Spray morphed into Acid Spray works really well for PVE against mobs. I wander around in Public Dungeons and 2-3 shots of Acid Spray can clear large groups easily. It's good in most veteran Dungeons, but is pretty lacklustre in veteran Trials. It does eat up your stamina pretty quickly, though.
The arrow storm skills (volley/endless hail/arrow barrage) aren't that great unless you're using it against a stationary boss, stand in the middle of it, or drop it on top of the tank in group content. It needs time to get the most benefit from it and most mobs will just run through it towards you and take a trivial amount of damage. But if you're going sword-n-board, then firing it so you're standing in the middle when you engage the enemy might work out for you. I do that sometimes with mobile bosses, then kite around the perimeter of the storm. Otherwise, I mostly use it in group content and drop it on top of whatever mobs or boss the tank is taunting.
