the oblivion's foe set
outta curioustiy, does anyone know for sure if this set is a 10 second cooldown on each proc OR a once every 10 seconds PER TARGET type of set? if its the latter than especially with the new soul magic abilites and soul splitting trap, this actually aint half bad but if its the former, than saddly this would seem to be trash that even i wouldnt use despite it fitting my soul maven mage build pretty well....

Per target, so you can have effect on more than one person as long as they are hit by soul magic

ahhh thats actually pretty nice than, just a flat boost to dps :D
