Sorry about your poor internet, but try not to be so hard on yourself. There is not anyone playing this game that didn't start out: new, or think they were a horrible player. I'm an old man who can barely move his fingers. I'm also a VR16 with over 9000 XP. Don't worry about your skill level as a player. Because the more you play solo, and in groups, the better you'll get, and you'll have bragging rights sooner than you think. The important thing to remember is that ESO is just a game, and to have fun.

I only say that because iam also a healps templar, and i have to say once i started using Resto-staff in one bar and 2H in the other, I could really open up my skills and place everything easily. The resto staff really compliments the tempy healing abilities a TON.
I use FTC, but I've disabled everything but the combat meter and report because I liked the visuals of LUI more.

Well to be fair the good stuff takes some leveling staff to get to. There's an instant AOE-Buff+heals, there's a damage shield, there's a good regen, there's a bunch of stuff on there once you are able to dedicate almost a whole bar to it and spend some points on skills there.
Combat prayer's range is kinda low for my style, healing ward only affects one player, I can't use the first ability properly because range, and regeneration never felt like it did much at all. I just go for the noob's way out: BoL spam spam spam spam.
Having looked at your bars, I think they are okay, you have most of the essential stuff on it. I can understand your frustration with internet. I periodically play with 300 ping, I can still do endgame stuff.
For your dps main bar, I would recommend swapping Reflective Light for Purifying Light. It does a lot of damage and provides a side healing utility. Reflective Light should only be considered if you have already maxed Thaumaturge or you prefer to stay ranged for the encounter (since you are a Dunmer, the dps loss compared to Puncturing Sweep is less than all other races, but still...).
I don't know why you want Quick Cloak...maybe for movement? It just doesn't really fit. You probably want Blazing Spear in there instead. It does decent damage, can proc Burning Light passive and creates a group synergy. Similarly, your healer should be running Repentance; you could replace it with Pulsar for debuff (if you swap for destruction staff), Proximity Detonation for insane burst damage or BoL for emergency. When you can, you should morph your Rune Focus to Channeled Focus. Also, your backbar ultimate should probably be Nova for group mitigation, or just use Shooting Star as well, for increased max mag and mag regen.
In terms of the essential skills, if you experience delays in swapping bars, you probably want Puncturing Sweep, Inner Light, Purifying Light, Structured Entropy and Proximity Detonation (or Radiant Oppression if you don't have Proxy Det) on your main bar. They will allow you to do decent damage rotation without swapping bars for buffs and other utilities.
For your healing bars, they don't look as strong. I would highly recommend a Restoration Staff with Dual Wield for harder contents like vCoH, vCoA, vICP, vWGT, vDSA and trials. BoL is very resource inefficient, especially if you are not cap in Champion Points.
The value of HoT is underappreciated, the placement of HoT is key, just practice it. Placing Purifying Ritual first, then casting Healing Springs can boost your healing, it also creates synergy for group to cleanse.
You should consider having Combat Prayer as well, and have Aggressive Warhorn and Nova (either morph) as ultimates for group damage and mitigation respectively. If you don't have Warhorn, then Shooting Star for increased max mag and mag regen would be nice. You should consider placing Puncturing Sweep on bar as well, for dps purposes, once you are quite familiar with the fights.
The healing setup will probably change depending on what content you are doing and some skill choices are open to personal style.
Healing is difficult to do well if you don't know the fight well enough. You can't pre-cast HoT if you don't know damage is on the way, you got to know where to place area heals and ultimates in every fight to maximise efficiency, you got to know where to stand so that everyone is in range of your heals, when to dps and when not to... and of course when to use BoL versus other healing spells.
As you can understand healing with considerable latency is a potential disaster, because of the timing and response required to different situations. Just stay calm and be prepared for the occasional frustration.

Healing-over-Time. The healing equivalent of DoT (Damge-over-Time). So that means any spells that does X amount of healing over Y seconds, e.g. Healing Springs, Rapid Regeneration and Cleansing Ritual.
By the way, BoL got nerfed in the newest PTS for update 9. It hits 1 other target now instead of 2. Another reason to practice not relying on it.
