Second would be to just use a ready made build, test it out, and then adjust the abilities and or the set to your playstyle.
I don't wanna use a ready made cuz i like experimenting with stuff. I don't really need it to be high tier, just to be able not to get pulverized instantly the moment i run into someone.
But if it helps, the most sets that PVP'ler ask me to craft are: Hundings Rage, Night Mother's Gaze and Shacklebreaker. The most sought after Overland Set is Briarheart. I don't have statistics for this, just experience.
i normally start my PvP builds with Dottz or Arzeyl, and a smattering of Hack. Here's Dottz:

That should get your going. Basic goals - 30k health, 20k resist, 3k damage
And for grinding a new toon, it's usually easier to grind levels as PvE, then convert to PvP when your over level 50/CP160
And if ur going to run in Cyrodil - proc sets do not fully function in Cyrodil, so instead focus on specific Armor, Health, Stam, or Damage bonuses from gear that do not have any if/then dependency or computations (as in a percent or timer).
You have to find your own groove and run with it. And the only way to find it is PVP.
