Traits on armor or weapons can be random.
Some traits never drop in overland content or have specific sources. Nirnhoned (armor and weapons), most of jewelry traits.

A tip though. Invest full points into the researcher crafting skill with EACH crafting tree and do not take it off. Your final research project would take around 6 months without thee tiny research boost ESO+, researching scrolls and that perk can give.
Nirn trait is only got by completing a quest in Craglorn, and you can only select 1 nirn item for each character. Gathering the trait material, or buying it, and having a crafter make you an item for research is thee only way to get them.
Jewelry crafting also has some special trait materials that only drop from certain activities like Trials, PvP, master crafting writ shop and stuff. You need to have access to Summerset to do stuff with jewelry crafting. So you cannot gain everything but nirn though RNG dolmen drops.
EDIT: delves and 4 player dungeons drop the most gear items. Much faster to get research gear. Check with guild traders too or ask in chat if you do not mind that.
is that a change? I thought they dropped nirnhorned stuff particularly in what was it Craglorn?
haven't played in super long time and thinking of booting back up.
