If you like doing dungeons probably + is more worth it, otherwise you are stuck with the basegame dungeons and whatever you own as dungeons are not included in a chapter purchase.
You could get High Isle or Necrom first, depending on your taste, and they are probably cheaper to get then the newest chapter. Also Necrom comes with a new class.
OP, I suggest getting back into it and seeing how you enjoy it again and then consider buying the expansions. Personally, my friends and I have been having a lot of fun exploring and seeing everything.
Another person that don't understand that the majority of ESO player don't launch the game from Steam.
Also, yes, chat is dead, you don't talk to strangers on the street either. And dungeons queues take long if you are not a Tank.
If i'd get a buck for every post that says the game is dead or too easy i can buy plus for the next years.

Not sure what you think the difference is between servers in this context. e.g., I'm on EU server and do not own the Steam variant of the game, and always join from ESO native launcher.
To the OP, there's more stuff than ever going on and the game always seems busy, with plenty of guilds to join (I'm in 4, and all are busy guilds).
