Your fourth skill is Mesmerize, it's not a criminal act, it works on NPCs and does not count as attacking them. When you use Mesmerize on an NPC, it allows you to interact with them normally.

simply being a vampire doesnt make npcs hostile for a long time.

criminal actions do.

So, you probably fed to the maximum level. That makes NPCs not want to talk to you. There is a drink you can drink that brings you back down to stage 1 and they won't be scared anymore. You can also wait it out till the blood wears off and you're down a few stages. Going forward I suggest you don't feed to max level, since you're still low level it's more detrimental than helpful anyway since it gives you some pretty severe drawbacks.

Once you get the mesmerize skill, then feed with abandon :)

You could try repairing at a merchant in an outlaws refuge? It's been a while since I played at stage 4, but I think it works.

Yes, the outlaw refuge vendors and the Impressario assistant good to.

There is a well that will drain your level, might be in a guildhouse because it has to be bought for crowns. Or you can drink puryfing bloody mara, that will reduce your level of vampirism.
Just use repair kits.

If you have access to it everyone in Fargrave don't care, also outlaws refuge as others have said

You can go to any outlaws refuge and talk to the merchant inside and repair from them, they will speak to you regardless of your vamp stage.

You can repair it at the npcs in the outlaw refuges and on the undaunted npcs which are giving the pledges.
The stage which you have as a vampire doesn't matter at these npcs.

plenty of repair kits from daily crafting, and some crown repair kits from login - depending on how often you get killed (dungeons and trials) that can be enough for repairing.

remember, you dont gain anything if you repair an item befor its worn out/broken ^^

i usualy done that once the warning aside the skills bar appears (red helmet), but then i repair all armor. had to do that maybe once a day or every two, but that depended on how bad we played XD ;)

you can also get repairkits in guild stores or buy them at a merchand (only a few sell them though ^^??)

best is create another char just for such tasks like daily crafting and buying in citys. all chars can use the bank and that way your vamp can recive those repkits.
