Did you mean they tie everything into Gold ROad Collection dlc?? Like in Necrom collection dlc where you can get latest expansion and every previous ones?
Necrom Collection may seem expensive, but it's the cheapest option unless you already have a pile of crowns. It'll add all the chapters you don't already own. Gold Road Collection costs only a little more, so it's an even better bargain if you'll want that chapter eventually.
If you buy Necrom Upgrade, you'd have to get High Isle in the Crown Store for 3500 crowns (about $30-35). Necrom should be added to the Crown Store for the same price after Gold Road is released.
Necrom Collection might go on sale one last time before Gold Road is released, so you could wait another 7-10 days in hopes of getting a deal.
Price for that package where around 210 SEK vs each Chapter that cost around 400-500 SEK when bought as Upgrades (Standard version which means no extra items from Deluxe).
Purchasing Gold Road Collection Deluxe would cost 949 SEK and standard version cost 739 SEK.
All prices are from ESO Store (not Steam prices, but should be almost the same.)
Wait until next (Autumn or Winter) Sale where you can might be able to buy Necrom Collection on sale as it very unlikely you will be able to find Gold Road on sale before Christmas as it will be on live server from 3. June now in Summer.
Full price for upgrade version of Gold Road in my currency is now 419 SEK, so that should be an indication that everything up to Necrom in Collection package is worth it.
I bought Necrom Collection for my old account from 2014 which had Chapters up to Elsweyr as that is the cheapest way to upgrade your account (or catch up) before the last Gold Road will be available. I also have ESO+ so I do not need to purchase any DLC, so what you decide is the best option will also be depending if own almost all DLC or want to purchase those or not.
You will need to check how the total cost it would sum up to and see if that is better to just purchase Collection (when there is a large sale on Steam) and start a ESO+ sub even if you already own a large part of both DLC from earlier Chapters for what option that will be best. The other option would be to only purchase upgrade version for Golf Road (standard or Deluxe) and later add Collection (Necrom) to catch up on your Steam account,
You will not find Gold Collection on sale most likely before the next Chapter will be in production and possible to pre-purchase the same way like Gold Road with Necrom Chapter.
Necrom Collection was on sale last August and November, so it's reasonable to assume Gold Road Collection will be on sale before Christmas.
So when i wait and purchase Gold Road collection did i have discount cause i already have most expansions, need only High isle, Necrom and Gold Road and there is no option to purchase them on the Steam page like High Isle and after Gold Road same will be for Necrom at least its what i understand.
