Download Twice?
Any ideea why it started to download again 160Go after got already instaled?

It isnt. After its downloaded via steam the launcher gets installed. The ESO launcher then checks the downloaded files from steam ( this process looks like a big download, but its just verifying the files ( You can see that the download-speed exceeds your max internet bandwith, since its all happening locally on your hard drive. )

Patches are not uploaded to Steam just some basic version. Patches are downloaded from their website.
