Most builds you find are aimed at endgame, therefore, they use endgame gear.
You can go with crafted and Overland gear (which can be bought at guild traders - Crafty Alfiq comes into mind, but prepare to pay a hello of a lot of gold for the staves).

You have pets out? Stack maximum Magicka and run a Necropotence set.
You single target burst? Spell Strategist + War Maiden’s is a great combo.
You in Cyrodiil? Vicious Death + Spinners.
Buy anything you can’t grind for off guild traders.

Mother's Sorrow is used by everyone anyway so even if you had DLC you'd probably choose it. The only difference here is Ilambris instead of Zaan as monster set (no big difference tho since monster sets are 5% of your dps anyway) and Julianos instead of False God/Siroria. Julianos is not really far behind these sets so you can still pull endgame viable dps with these sets. Don't listen to the advice given above, Necropotence and War Maiden are bad sets.
