why is it we can't sell nor buy bounty edicts?

Look, I get why we can't trade/sell the 100k grand amnesty edicts, but the 500 gold or 2,000 edicts, surely those SHOULD be tradable/marketable right? Without brotherhood, 1 murder brings your bounty just shy of 1,000 gold....

If you want to buy bounty edicts, then you can also just pay your bounty directly :P

If you do the thieves guild daily quests from the board, you always get a free bounty edict with that.

does that mean they want to lose the loot they stole from folks when a guard accosts them ;)? That is why I'm asking the question, and ive seen ALOT of newbies who don't know how to maximize their stealth to avoid "detection" lately and get aggro/heat from guards, witnessed newcomers fleeing town from guards so yeah....

Just fast travel to reaper´s march capital, theres a sewer entrance next to the wayshire, no guards.
