You have bought High Isle Collection? Or High Isle Upgrade?
Can you teleport to Western Skyrim wayshrine in the game? Or it says that you need to buy Greymoor chapter?
ED: In the Steam client: click on V button in the top right corner -> about account -> "purchase history" or "activation history" -> you will see exact names of your purchases. Also you can click on them to see included games/DLCs.

I've just pre-purchased Gold Road and in game it says I'm missing Greymoor and BlackWood.
Should I contact ESO or is this and issue with Steam?
You can't travel to Western Skyrim and Blackwood? ED: Old chapters are part of "Collection" version. "Upgrade" gives access to one chapter from its title.
There is "Support" button in the game launcher.
buying a collection gives you ownership(access) of older chapters.
do this:
in game press "M" (map)
there on your right side you wil see 5 tabs
Quest, Key, Filters, Locations, Houses.
click on Locations
scroll down and look for Blackood, and further down for Western Skyrim
both zones will have a wayshrine you can port to.

Same I had to refund it cause I got angry :3 but was disappointed that it says greymoor on the dlc and it's 17.99 rn and includes greymoor but isn't showing up
