You buy crowns here on steam and with those crowns you go to the crowns store ingame and buy the “Any Alliance, Any Race” upgrade. Or alternative use you crowns you got from eso+ if you are subbed.

While a solid stamina class it's not really worth the purchase in ESO
If you've played an Imperial in every Elder Scrolls before then sure yeah maybe for the nostalgia.
Aside from that it's just the human stamina character, but other races are way better if you want to squeeze power out of a toon.

I got it mainly for pvp to unlock the alliance choices when starting a new char to play with friends from different alliances but not get limit to play certain races.

The imperial race is good for tanking.

Here’s the race passives:
Diplomat
This passive is unlocked at the player level of 1. It increases the experience gained with the One Hand and Shield skill line by 15%. It also increases the gold gained by 1%.

Tough
Activated and upgraded with skills points, this passive provides the following benefits:
Level 5 – increases Max Health by 600
Level 15 – increases Max Health by 1200
Level 30 – increases Max Health by 2000

Imperial Mettle
Activated and upgrade with skills points, this passive provides the following benefits:
Level 10 – increases Max Stamina by 600
Level 20 – increases Max Stamina by 1200
Level 40 – increases Max Stamina by 2000

Red Diamond
Activated and upgrade with skills points, this passive provides the following benefits:
Level 25 – reduces the cost of all abilities by 2%
Level 35 – reduces the cost of all abilities by 4%
Level 50 – reduces the cost of all abilities by 6%

As far as I understand it, Any Race Any Alliance does not contain the Imperial race. It unlocks the ability to play any race you own in any Alliance.

You need the Digital Imperial Edition Upgrade instead.
