Willow's Path Set

I'm going to make the Willow's Path Set. Where can I find the jewelry parts for them? do I have to complete the summerset?

You just need Summerset or paid ESO plus to interact with jewelry stations
And to ditto above you may very well not have the jewelry traits researched as they don't really drop with anything else than base stat traits
