5 – Gain 449 Offensive Penetration against enemies for each Major Buff they have active. Gain 20 Weapon and Spell Damage against enemies for each Minor Buff they have active.

Against Oakensoul that would be 449 times 5 so 2245 extra Penetration.
and 10 minor buffs so 200 extra Weapon and Spell Damage which makes the total weapon and spell Damage of the set 587.

lol looks like Oakensoul users are about to get smashed in pvp. looks good for zerg bombing too.

If you pvp, do you plan to make a set of this?

Oaks are already at a disadvantage by losing out on two skill slots on average
And usually with the 3 major buff cycling abilities you'd get underperformed even by Spinner/Spriggan

Sure it's the most casual counter to casual play, but I mean like you will still get slapped by a geared Stamden
