Solution: Have CC company reverse the charge (this hits Valve's record with them) for goods not delivered/fraudulent business practices, then re-purchase with Zenimax directly.
I'm well aware of the chargeback option but I don't want to go all out nuclear on them yet. I'll give them a day or two before I exercise my rights as a consumer. I am upset, pissed and just really disappointed with Valve but I don't want to do anything rash that I may regret later. I'll sleep on it and let my cool head prevail in the end.
For all those who do decide to contact their CC companies, please post results here (Valve's reaction, amount of time to resolve the dispute, etc). Good luck with whatever you all decide :)
I had the Beta installed from back in the day. Not sure if that's related. Seems doubtful.
Whilst I haven't been affected by this (is the Imperial edition the only one affected?) this appears to be quite an issue for more than enough people for it to be a user error. Hopefully someone from ZeniMax is onto this contacting Steam as Steam support is challenging to deal with at the best of times. A further ♥♥♥♥♥♥♥♥ response other than directing people to the obvious "contact support" (which many appear to have done to no avail) would bode well for this great game getting over its beta "hiccups" :)

Why do they sell something that does not work? Thats fraud.
