Does diamond victory and scathing mage set stack?

do the diamond victory set and scathing mage set final bonuses stack?

There is no stacking if both sets give different buffs. The only time 2 sets don't stack is if both sets give the same type of "named" buff... like Major Berserk, for example. Scathing Mage directly gives you 516 Spell/Weapon Damage straight up, no "named" buff. While Diamond Victory gives Ranged Supremacy... they are separate. So you can receive both buffs together at the same time.

is scathing mage good or bad? i saw a lot of people saying its bad

It does work together, however both sets are really really bad
