STEP 1:
go into this folder:
steamapps/common/Zenimax Online/ The Elder Scrolls Online/Game/Client
STEP 2:
Then rename eso.exe to something else, I did old-eso.exe.
STEP 3:
Then rename eso64.exe to eso.exe.
Bam 64 bit and steam.

You can rename the shortcut in Steam-Library-eso64-right click-properties. I dont recommend to rename the exe because it could cause you trouble at the next patch.
Its the first release of 64bit and they said they wont update 32bit anymore so they probably will give us the option to choose between 32bit and 64bit in the future.
I looked at my ESO folders and I was only able to find eso.exe, I could not find eso64.exe anywhere o.o
I did see on the offical forums, or reddit, I forget, that a dev acknowledged some issues with the 64bit client and they are working on a fix.
