Linking accounts
I just got back in to ESO and I downloaded it on PC. However I had characters on both PS4 and Xbox one. So when I linked all of those accounts, I should have access to all of my characters I would think. Is this not the case?

There is no cross play/save so no, each platform has it's own servers. You have to start from scratch on PC, sorry.
