Why all maps are empty
I have been playing GW2 for a while, and all the maps are filled with various people engaging in activities that can be done with a lot of different players. Wherever I look, there are people running around. However, I don't see something like this in ESO.

I think people play in a new zones. At least while they are still new. And i think there is no reason to visit old zones if you did them in the past. Completely no reason.
Also there are dungeons and trials.

They should give out more endeavors/transmute cystals for doing things in specific overland zones, dungeon or delves.

That's odd since GW2 is stuck with 4k players. Share a screen shot of this empty ESO maps, make sure to go to city centers and undaunted enclaves and demonstrate the "maps empty" part.

ESO is usually #3 or #4 for top most played MMO, on steam alone it has an average of 17-20k daily concurrent players (which doesn't include those who play via the standalone launcher).

I run into random players out in the middle of nowhere *all the time* no matter what zone I'm in. It may very well be that you are just playing in the "downtime".

That games art style is enough to keep me away. Those weird cartoony midget body big head characters are cringe worthy.

So if you don't like the game and avoid it...why are you even here? Free country and all that but just seems weird to loiter around a community whose focus is something you avoid.

It's a "theme park" MMO. Everyone's rushing for new or endgame content. A rat race.

Even Maplestory has more concurrent players than GW2. That community is hella salty nowadays after realizing all they've got in 2023 was 30 min + 15 minute story content for $25. Their last "expansion" did so poorly in fact, they have added more p2w items to the store to get some cash. They are eagerly awaiting for the next 15 minute story patch sometime in March/April.
