As you get better it is possible to do most things solo, but the health pool of the bosses is so large (because its catering to multiplayer groups) that it's quite boring.
I suggest you play solo until you get to a boss or dungeon and then ask for help in chat. Usually there's someone about who will come and help.
I don't even take someone telling me that my skill setup sucks as an insult because it's true. As a Warden, it's a matter of skills and keeping the bear alive and dancing around red zones. i actually play music when I solo allot. It's fun. I do both group (no music) and solo though depending on how cool and friendly the group is.
Make no mistake though if you are using the wrong element and cannot solo well some group dungeons WILL wipe you out. You pull one and here comes the craaazy train!

As for the OP; I'd recommend finding a guild that "new player friendly", especially one with a Discord server. There are plenty of people in the game that would be willing to help you get you mechanics dialed in and your gear setup. For me, I know it got easier as I leveled up. That is, I seem to have increased in capability faster then the enemies did.
Yikes, I never checked. I'm just over 500.
So far, my highest level is 39, played with a Nightblade, Warden, Necro and Dragonknight, all managed to solo, delves, public dungeon, and group dungeon (with party finder tool).
also didn't have problem being role tank with the Warden.
none of my chars have hp attribute, it's either full magika or stamina.
I don't have advantages of ESO+.
so far the hardest part was the public dungeons, can be tricky, bring some food, and use more sustain skill than in the open world, it'll be fine.

No matter how good you are, things happen. You can have a variety of situations that take place.
You can be crowd controlled (stuns, stagger, etc), lag/latency, boss/npc mechanics, OP environmental/trap damage...the list goes on.
There are occasions where you can get unlucky and be bursted down. Usually, this is a result of not paying attention, but it's also an issue of not padding yourself enough. You should have anywhere between 18 to 20k hps. One hit mechanics are usually around 18k damage.
If you run around with like 14k hps and mess up your bar swap or fat finger your shield or whatever, you can easily go splat.
If you are really having problems with your eye and hand coordination, you always have the option of stacking crit and wearing Iceheart monster set as well as enchanting your weapon with shield proc to up your survivability.
Probably because it's an MMO.
Having said that I agee with other posters that you need to find a friendly group that will help you play.
