CANNOT SEE HALLOWEEN EVENT XP BUFF

I came back for the event especially for the XP buff, only to find that it can no longer be seen on my screen, apparently now its passive and you have no way to know if you are getting it or not. This makes me feel angry, as its the only reason I re subbed and returned was for the buff. To be honest if I cant see my double xp buff icon as active then I have trouble accepting Im really getting it. Really concerned about this, anyone else annoyed with this decsion?
(I'm not playing on steam but through my Bethesda account but couldn't remember my password to go and post on their forums)

use the cauldron, transform yourself into a skelly, that's how you'll know if the buff is active or not

It makes me upset because I cant see its happening, its a special event, double xp is a draw for me, I can't just believe I'm getting something, I need to see I am getting something, just like my food buffs and my xp scrolls, I dislike greatly that I cant see evidence that Im getting this xp buff. How do I know? Do I take their word for it? I cant do that, especially if that's the reason I'm re-subbing.

I was confused too. I read a new and older guide about this event and they said, in order to get the 100% XP buff, you have to complete a quest first to unlock a whistle. But I couldn't see any exp buff on my buff bar after using the item.

Then I asked someone in my random dungeon group and he said that it is a passive buff this year. Later I saw an official news about this event and they also said that it is a passive buff for everyone.

thats why i prefer to ask people instead to use google. some informations are outdated and wrong.

its definitely there, and its still 100% buff. so you can in fact feel it in effect.
