if you're brand new than the deluxe would be your best bet. The subscription is mostly for the crafting bag / dlc story access and the 1500 crowns a month and not required to play. Their is ALOT of content to tackle with the deluxe.
Just the Necrom Addon as an "Upgrade" to the base game costs 39,99€
If you dont have the base game or missing some of the earlier Addons, just buy the "The Elder Scrolls Online Collection: Necrom" ( Collection includes all the previous chapters )
The "Deluxe" Editions just include extra stuff like skins, consumables etc.
Necrom Deluxe includes Necrom specific extras while "The Elder Scrolls Online Collection: Necrom Deluxe" includes not only the extra specific stuff for the Necrom Addon but also all previous Addons.

The Elder Scrolls Online: High Isle Collector's Edition Upgrade for PC
you can find either one of them for less then 10€ online.
High Isle is now also included in the ESO Plus subscription. If you want to own High Isle permanently buy it in the crown store in-game for 3500 crowns, or buy the Collection. I bet the Collection would be cheaper, since it also includes the Necrom chapter.
