Report a translation problem
The game has a separate data folder in Documents
"C:\Users\${YOUR_USER_NAME}\OneDrive\Documents\Elder Scrolls Online"
I had a bunch of corrupted files in there, I couldn't even delete them normally.
So I opened up an Admin Powershell and deleted the entire folders contents (there is a "live" subfolder)
cd "C:\Users\${YOUR_USER_NAME}\OneDrive\Documents\Elder Scrolls Online"
rm -r ./live
Game booted up just fine after that. Hope this helps anyone facing this issue in future
game writes to folder
Documents\Elder Scrolls Online
windows one drive moves any files into windows one drive folders.
turn OFF one drive. uninstall it if not needed.
or if you need one drive, should be exclusion/exception option.
exclude the games Documents folder or tell one drive to leave a local copy of the files
details in the one drive user manual
Documents\Elder Scrolls Online\live
game tries to read that file but One Drive has moved it from the Documents folder
to folder One Drive\Documents. game has no file to read.
if you do not use one drive, disable/uninstall it. one drive moves ALL files from the Documents folder so other apps may be affected.

Windows One Drive was released in 2007. VERY many websites with
tutorials/manuals/movies/youtube videos written by experts devoted to
One Drive/synching files/using steam, etc. consult a tutorial/manual/video
and learn how to exclude folders, leave a local copy of the data, or other options.
