Crowns have never been giftable, AFAIK. Because membership renews periodically, that's probably why it can't be gifted, but you could gift a Steam card or something to someone to cover it.

Because there's no guarantee that the other steam account has ESO installed and thus can't claim the crowns or membership.

Look on the bright side, you can gift crown items. So if you have a friend that has crowns and is willing to buy something for you, you can just tell them to gift you the specific thing you want. Don't really need to gift crowns, kinda useless when it does the same thing as gifting someone a crown item

The OP is talking about buying Crowns through the Steam store and gifting them to a Steam friend. Kind of like buying a game for someone else through Steam.

It's the only way to do it if you don't own the game yourself but you know someone that does and want to buy it for them.

What makes sense is enabling crown gifting so people can buy gold and pay2win. Enough gold can buy all geasr, all dungeon gears (carry runs), all achievments. It can make you emperor in cyrodiil too. Crown gifting is enough so devs did not bother to expand this feature.
