Which edition I need to buy to have the full game (with every region)?

I already have:
Tamriel unlimited imperial edition and summerset collector's edition.

If I understood correctly I would need to buy the max priced edition to get all regions? If this is the case I feel like there should be some discount for people who already own the game.

If you already own the main game, then buying the most recent chapter expansion will give you all of the previous chapters as well. I think, although I am not 100% sure, so you might need the collectors edition.
So, right now you would buy the Necrom chapter.

But, the remaining regions, such as The Reach, Clockwork city and more have to be bought within the crown store.

Well, you have linked the wrong edition here, the "Upgrade" only includes the Necrom chapter and nothing else, since Tufom want it all, he has to go for the "Deluxe Collection" edition.

As mentioned in another thread, if you don't mind waiting, you could either get the High Isle Deluxe Collection now (which will unlock a lot of content to play around with in the meantime) and wait for a sale on the Necrom Deluxe Collection later, or just wait until the Necrom Deluxe Collection goes on sale...

If your not all giddy for Necrom then just wait for the High Isle collection to go on sale again, just make sure you're not buying the one that says upgrade, you want the one that says collection, it says right below it that it contains the base game and all previous chapters and it lists them, the upgrade just includes the most recent thing, and not the base game nor previous chapters
But High Isle collection or the High Isle Collection Collectors Edition(which has all the special collectors edition stuff from all the chapters) have been on 67% off sale like 4 times since last year, you might want to wait for the sale

But collection not upgrade
And yes other stuff (DLC) needs to be either unlocked with crowns or you get them while you have an ESO+ subscription
