Once the area has changed to reflect the outcome story of that quest aka finishing it only then these areas might seem more populated with player active well as long as there is enemies still about at least.
As some area once finishing the quest will remove lot of enemies to fight from the area so it more becomes a passing area for just resources near by then anything as most would avoid.
Also the amount of players will depend on what time it is. me playing on the EU servers duhh hardly anyone about as it becomes midnight or early in the morning as most people have gone to bed for work or school or what not.
