Can you only see the players doing the same quests as you?
Or are there just that few people?

Some areas of the game (tho idk how many areas are like this) will show only the players in that particular area that are doing the same quests. Others that have finished it before you will vanish when they hit the zone as i've witnessed once by afking near one of the towns and seeing two people just vanish before my eyes.

Once the area has changed to reflect the outcome story of that quest aka finishing it only then these areas might seem more populated with player active well as long as there is enemies still about at least.

As some area once finishing the quest will remove lot of enemies to fight from the area so it more becomes a passing area for just resources near by then anything as most would avoid.


Also the amount of players will depend on what time it is. me playing on the EU servers duhh hardly anyone about as it becomes midnight or early in the morning as most people have gone to bed for work or school or what not.

dEPENDS WHERE YOU ARE LOOKING ! Cyrodil is pretty barren ! If it wasn't for the gankers hiding in the hope of catching a lone noob it would be empty ! Imperial city seems a bit busier but again Gankers are hiding looking for easy targets so most noobies decide that PVP stands for POINTLESS and VERY POISONOUS . Me ?? i prefer PVE anyway and ignore the PVP areas for the most part , PVP can be fun though when i am in the mood , but the group events and quests ?? hopeless unless you play with a dozen buddies !

Every zone has multiple instances. You can only see players in the same one.

Speaking from the multitude of times when I've just kind of sat there with no quest in that zone (some personal to-dos, but no active quest in that zone), I think I can pretty safely conclude that the other players I see are not on the same quest I am. Each zone is instanced for some number of players (no idea what that number is), so you're seeing other players who are in the same instance of the same zone. Whether they're doing the same quest is iffy, but if they're in the same delve or dungeon then it's likely they're either doing that delve/dungeon for itself, or maybe have a daily that sent them there. Group dungeons are instanced for your group (even if it's you solo), but public dungeons are not.

Not once have I ever communicated with someone in zone chat and not been able to find them and therefore have to reload into a "new instance" etc. If there are seperate instances for overworld areas they are seemingly needed so infrequently they may aswell not exist.

Players who do different quest are at different place to do their different quest which need to be done at that different place.
