EDIT: Also, the quest marker *could* be pointing to a fake Millenith, it has happen to me in the past... but I'd assume at this points those bugs should already be fixed, right? :P
EDIT2: Wait, the enchanter gave your the quest then...and now you're blocked in a subsequent step on that quest line? I'm understanding right?
Also, often happens when a quest bugs out that relogging completely, i.e. closing the game and reentering would be able to fix it... it has helped me many times.
Other than that, I don't know :/
You need to somehow find a way to complete the enchanting certification before you can start any of the others. That's what's stopping you from seeing the appropriate dialogue.
2. You say the glyph you created isn't counting,
..... a. double check the glyph you made and Make sure it is ONLY a "trifling glyph of Health" as anything higher or different will not count.
......b. If it is the proper glyph then try creating it again.
I have more than once made a glyph that was higher then what they asked for and the writ ignored what I had made.
