Report a translation problem
Assuming you're on PC, hit <ESC>, select Settings, select Combat, and make sure that Ability Bar is set to "Always Show." It autohides by default, but should be showing in combat. If that doesn't fix the problem and you're not using an add-on that affects its behavior (look at add-on settings in this case), then I'm going to go with "beats me."
It is if you used a Skill Respec scroll, activated a respec shrine, or loaded an Armory profile where none had been assigned. I've known ZOS to refund Champion Points after patching a couple of times, but I don't recall ever seeing an attribute point refund.
It was changed to 3600 during a major overhaul?
Our points were all returned at that time.
