It's not that simple. The textured would have to be re-imported which would take time and then all recompiled etc etc. But they could do it.
They could use a different engine and its also not the Engine itself that caused all the issues of fallout 76.
What graphics card are you using? Also CPU and RAM?
I'm running at 4k with NVidia 3070 TI w\ 12GB RAM, a Core 9I-10850k and 32 GB RAM and the graphics are outstanding.

The game was made in 2014. It's a 9yr old game. But it still stands extremely well up in my opinion. Especially the newer Chapters.
It's not just a simple case of "export all the textures into Unreal 5 please."
May i ask is it only the beginning that looks low quality then? i also have it at 4k 4070 TI and the graphics are also maxed in the nvidia control panel.
Head to later zones and you'll see how great it can look. Some of the later dungeons are absolutely breathtaking.
Bear in mind that the game is several years old at this point so it will never look like games made in 2023. That would be unfair to ask. You can't complain that a game from 2014 doesn't have ray tracing! :P
What makes the game 'bland' is the color palette or lack thereof.
I have thrown a whole bunch of ReShade against the game (which is allowed) so it looks like SeaOfThieves/WorldOfWarcraft/NewWorld and it looks way more better (for my personal taste)
I don't even know why "new engine" would even be an option. Just improve the existing engine. Go back to previous zones and redo the low-poly objects. Call it a "zone refresh" or whatever.

and some tweks were made but armors and models in the base game are old (meshes and textures)
new zones are better (a bit)
i find it better looking on 1080p than 4k
screenshots at steam are at most on max settings and with reshade
(until contracts with ps and xbox for old consoles expire most likely won't be any significant graphical update)
They arent. I got graphics maxed. Also maxed in Nvidia control panel. Currently running a 4070Ti @ 4k. just saying they ehh uhm no.
