Can't buy Imperial race?

Looked all around the crown store and can't find anywhere that lets me get the Imperial race. Have they removed it? I have downloaded the free "Imperial city" DLC, have ESO+ and Nekrom Collection.

Everywhere online says you need the "Imperial Edition Upgrade" for 2100 crowns but I cannot find this anywhere on Steam or in game.

It only comes with the Imperial Edition. Fortunately, this is available in the Crown Store (under Upgrades > Collector's Packs). Just be aware that Imperials don't get nearly as many racial perks, boons, and bonuses as the other races, though they do make for excellent mêlée tanks with their significant boosts to Health and Stamina, and faster leveling of the One-Hand-and-Shield skill.
