Games do not call for exclusive use of the GPU in Windows 10, 11, 12 because the desktop window manager does and manages the game.
Old software that still runs on Windows 7 likely still calls for exclusive use. CHROME is one of the biggest offenders.
The issue is that Chrome's codebase is trash and has not been updated to reflect these changes so Chrome-based apps like Steam, Discord, Omen Command, Chrome, Chromium, Edge, etc. can grab "exclusive use" from any program that is coded properly.
They recently were updated to do so, and to do that they aren't going to be supported on Windows 8 and below anymore. Oh yeah, that's right, that includes Steam!
