Ok now i know bit more of Exitlag i knew what to look for and i did a little search around and i cannot in the life of me find anywhere where it appears that it's not allowed to use that.
I more found few people on reddit saying they been using it and the posts where only made 10 months back too, with no issues at least 10 months ago, tho this exitlag seems to only boast your ping by anywhere from 10-20% with new lows of ping scores. So depending on the desired ping number your looking for it would seem it will not do a ton to lower it anyways with this tool.
But yeah likely this exitlag is so unknown that perhaps Bethesda don't even know about it them self's, just like i didn't know till now. Meaning it might be good to use now, but if they really get to know it they might add it to the list of software that will cause a ban if found, well if it was extremely well known and if they didn't like what ever it really does to even lower your ping that is. Or it might be fine forever and nothing to worry about.
Anyways up to you. I personal wouldn't use this and rather look to clearly all the other methods to lower you ping in games.
I shall state one more time from what i looked into even the ESO agreeance's to find no statement on it, that makes out that this software wouldn't be allowed, but with me not exactly knowing how it operates to achieve that lower ping it might be doing something that isn't allowed, hence why i personally don't want to trust it till i really knew what it was doing.
even couple streamers from eso streamteam on twich were using vpn...
test it first as eso ping comes from cloudfire and there is't guarantee that it will be better than what you get now from your isp - i'm on steady 100 with and without vpn on my zone server.
