i think you need to own base game on specific store to purchase, still you can try linking eso to steam at the account page...
no matter the shop eso account is only one for pc.
i do have base game on every shop and chapters(dlc's + something) purchased from either one or another and they are unlocked in-game.
I also got the game on Epic but it will now allow me to start it with Steam.
It does have a Steam exe for that in the game rout but that does not work so anything you buy using Steam will not work on Epic and vica versa.
(also numerous topics found using Google on interaction between Epic and Steam. There is no interaction)
I think Steam requires you to have the base game on Steam to purchase extra ESO stuff through Steam, and I think the same goes for Epic. I think it stops you from buying extra ESO stuff if it's not part of your library. (Non-Steam games added to the library don't count. I play ESO as a non-Steam game through Steam.)
The important thing is that all accounts must be linked to the same ZOS ESO account. All PC DLCs/Chapters/Expansions will appear on all PC/Mac platforms through the same ZOS account.
(This doesn't apply to Consoles. They'll have to have their own DLC/Chapters/Expansions purchased on those platforms.)
