everything else is good and you can do literally everything solo if you are good enough
Imagine fighting your way through a ruined building just to stuble across the chest you can't open due to not owning a DLC.
I'm ok with locked dungeons, areas, armor sets, mounts, but... A CHEST! What a shame.
They didn't even try to wrap it up somehow. Just 'PAY'. Laziest, worst game design ever.
And I'd be ok with it if:
- This chest is locked by Nocturnal. You can't open it without the Skeleton key.
I've bought this game once and it gets my attention from time to time, only for stories/quests and landscape. Or when I miss TES lore. This game is mediocre at best in all other aspects.
And, technically, everything is behind a pay-wall, since the game regularly retails for $19.99 USD. That still gives you plenty of areas to explore, though.

4 - It's not free to play so it's basically all pay walled - just like most other MMOs. Beyond the cost of the game, is most of it pay walled? No. You have some minor content such as DLC that is definitely pay walled but the majority of the game is not.
Is it worth it? That's a subjective question particular to each person. Do I feel it's worth it? Yes.
If you want to avoid the beginner player confusion, I highly recommend buying the base game first. If you do that, you'll immediately be given quests that lead you to the proper start tutorial. At the end of that tutorial, you'll be send to the proper start zone where you'll be able to follow the story in the proper order by following zone quest lines.
The base game is cheap and when it's on sale, which is most of the time, it costs next to nothing.
If you straight for the most recent bundle on sale, which will include newer content, it will just be a huge ball of confusion if you don't refer to guides on where you should be starting to follow storyline.
Edit: There is a subscription tier, but it's not required.

The game COSTS MONEY, even the vanilla, so cutting paywall locks into my copy of the base game is unfair. That's why I won't buy anything from ZOS anymore.

Not exactly a great example. They pretty much have to give that game away. It's Fallout 76 tier terribad.
A better example would be Guild Wars 2. However, from what I hear, they'll be switching to paid expansions as well soon.
